Dilemma:
Subject Matter Expert (SME) analysis of chemical and biological warfare identification,
detection and protective equipment was being conducted through e-mail, word documents,
and spreadsheets. The decentralized process made decision making, collaboration
and document versioning very difficult. Heightened demand for these products and
services necessitated an improved process for advising the U.S. government on best
value purchasing decisions.
Design:
Chainbridge Technologies designed a centralized system that allowed the SMEs to
collaborate online when analyzing equipment. Also, vendors were able to access the
system remotely and update information about their organizations and equipment offerings.
Equipment data included specifications, images and versioned documents (manuals,
schematics, engineered drawings, etc.). A key design component was the ability to
establish role-based data access so that vendor information and SME analysis is
viewed only by authorized personnel.
Implementation:
Chainbridge Technologies, utilizing the SQLDBI Solution Server and its automated
development capabilities, implemented a system meeting all design requirements.
Of particular importance were SQLDBI’s Document Management component and Privilege
module. The Document Management component allows both vendors and SME’s to insert
and manage documents. The Privilege system controls access to both data and documents
based on predetermined individual- and group-based roles and affiliations.
Benefits:
The distributed community of vendors, SME’s, and administrators can access, manage,
analyze and report on the full spectrum of chemical and biological equipment. Since
the data is now centralized, users have consistent access to the most recent version
of equipment and analysis data. This information is used to guide best value purchasing
decisions made by Department of Defense officials.
