Dilemma:
The Treasury Department is responsible for chain of custody and evidentiary management
of personal property seizures by seven separate federal law enforcement agencies.
Previous methods of managing the physical seizure, storage, transportation, and
disposition of property were not being administered by one application. Furthermore,
federal agents were not able to submit seizure requests or other chain of custody
activities via a secured, Internet-based application.
Design:
Chainbridge Technologies designed a system that automated the issuance of seizure
requests and allowed federal law enforcement officials to track the status and location
of seized property. The design had to take into consideration the legal requirements
for chain of custody and handling of seized personal property. Additional design
features took into account the considerable business process for managing seized
items from initial seizure to final disposition.
Implementation:
Utilizing the SQLDBI Solution Server and its automated development capabilities,
Chainbridge Technologies was able to fully automate the process from seizure to
disposition. A key element in the implementation was the SQLDBI workflow module.
This module allowed Chainbridge Technologies’ staff to implement several key steps
in the business process that required formal authorization and automated notification
in order to proceed.
Benefits:
Thousands of regular users now use this SQLDBI-based solution to help manage the
cradle-to-grave process. This centralized data repository allows senior officials
to oversee and report on seizure related activities in real time. The automated
email feature replaced a system of constant faxing and phone calls and has resulted
in a much more efficient process. This solution now allows executives to track and
trend on a large enterprise.
